BJP MP Rajiv Pratap Rudy discussed the implementation of Ayushman Bharat in an interview with The Indian Express.

What was the issue raised?
The issue pertains to the coverage of Ayushman Bharat in Bihar, which has a population of 14 crore. Although the scheme aims to cover 50 crore people and has earmarked over Rs 50,000 crore, Bihar is poorly covered. There is a missed opportunity for meaningful utilization.

What is the problem with the scheme?
In addition to Ayushman Yojana, there are provisions available at the state and central levels, usually from the Chief Minister or Prime Minister’s funds. After the patient is admitted, the hospital provides an estimate to access these funds. However, delays in fund release lead to additional costs that the patient cannot afford. There is no verification process to address this issue.

What complaints have you received?
There have been cases where estimates were approved and funds were sent to the hospital. However, upon discharge, patients faced unexpected financial burdens that were not covered by any scheme. This administrative mismanagement by private hospitals renders the scheme ineffective.

What is the solution?
A mechanism should be established where a certificate from the hospital is sufficient to cover expenses, which can be reimbursed after full treatment is completed.

Do states play a role?
A foolproof mechanism must be devised, as states play a major role in implementing the scheme.
