An analysis by PRS Legislative Research revealed that approximately half of the Bills passed by the 17th Lok Sabha were approved after less than two hours of discussion each, with only 16% being referred to standing committees.

During the term of the 17th Lok Sabha up until the Winter Session that concluded on Thursday, a total of 172 bills were discussed and passed. Out of these, 86 (48%) were passed by Lok Sabha and 103 (60%) by Rajya Sabha.

In Lok Sabha, 34 (20%) Bills were passed after two to three hours of discussion each, 28 (16%) after three to four hours, and 24 (14%) after more than four hours of discussion. In Rajya Sabha, 30 (17%) Bills were passed after two to three hours of discussion each, 22 (13%) after three to four hours, and 17 (10%) after more than four hours of discussion.

PRS noted that the percentage of Bills referred to Committees has dropped significantly from 71% during the 15th Lok Sabha to 16% during the 17th Lok Sabha. No Bills were referred to House Committees in the Winter Session.

During the Winter Session, which ended a day early on December 21, a total of 10 Bills were introduced and 17 were passed. This included three criminal law Bills, which were discussed for 9 hours and 28 minutes in Lok Sabha and six hours and eight minutes in Rajya Sabha.

PRS highlighted that during the discussion on the criminal law Bills, 34 members participated in Lok Sabha, with 25 from one party, while in Rajya Sabha, 40 members participated, with 30 from another party.
